Subang Jaya Smart Vibrant HUB: 8 High Impact SDGs Project

Background

Subang Jaya, a city located in Selangor, Malaysia, is no exception from facing urbanization issues like poverty, social inequality, and environmental depletion. As these situations demand local government-initiated efforts, Subang Jaya City Council (SJCC) has initiated several efforts to tackle the urban issues in the city by developing local policies and strategies. 

The city uses the Subang Jaya Strategic Plan 2020-2025 as the main local policy and strategy to fulfill the needs of the communities towards a livable and prosperous city. There are 6 thrusts highlighted in this plan, which are Good Governance, Infrastructure and Public Amenities, Sustainable Development, Socio-economic Development, Smart Accessibility, and Civilized Society.

The HUB

The Local4Action HUB Subang Jaya is based on eight special projects, interconnected and complementary, meant to advance  localization of the SDGs in the city. 

  1. Women Friendly City, Subang Jaya Barrier Free City
  2. Smart City Initiatives, 
  3. Riverfront Rejuvenation
  4. Smart Generation
  5. Waste Wise City
  6. Community Urban Farming
  7. Community B40
  8. Empowerment Programme

The projects are related to each other and provide urban solutions that contribute to accelerating the 2030 Agenda through targeted local action, while fostering continuous improvement through intelligent information sharing with other urban partners around the world.

The initiative uses the “People Process” approach by identifying the root cause of the problem and subsequently formulating solutions to be adopted by the community. It applies complementary elements of co-creation in public service innovation through the network of smart collaboration; with the concept of G2C (Government to Community) and C2C (Community to Community).

  • Ensure inclusive growth and development for all.
  • Promote environmental sustainability to mitigate climate change.
  • Enhance access to quality services to address disparities.

Local-to-Global
Agendas

The Local4Action HUB Subang Jaya connects local to global policy making and vice versa by using Voluntary Local Reviews (VLRs) as the main tool for local and regional governments to report on the SDGs’ progress.

  • SDG 13 – Take urgent action to combat climate change and its impacts (acknowledging that the United Nations Framework Convention on Climate Change is the primary international, intergovernmental forum for negotiating the global response to climate change)
  • SDG 16 – Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels

    • C1 – Foster local economic development policies that foster new indicators based on quality of life and well-being rather than on growth and economic performance and connect systems of cities with their surrounding hinterlands.
    • C4 – Empower local communities to play a central role in protecting biodiversity, water, the environment and the planet and recreate local employment.
    • C8 – Promote sustainable and inclusive food systems managed and improved by all spheres of government promoting access and quality of food, food security and sovereignty, and resilience.

    • C5 – Involve the scientific-community, civil society and local communities in the process of policy and decision making.
